Hit legend on NA with Garrote Rogue, four months in a row now. It's still good in the meta, as long as you dodge Thief Rogue (and any Warrior). Unfortunately Thief Rogue is everywhere, so the meta isn't that great for Garrote Rogue, which is kinda reflected by my winrate.
