On Reddit, Mike Donais confirmed that they plan to give out Tyrande Whisperwind out for free

Originally Tyrande was given out for free for Twitch Prime users. We don’t know yet how players will receive the hero for free. They haven’t talked about a possible compensation for players already owning the skin.
